ABUJA, Nigeria — The Federal Government has approved the most significant reform of the National Youth Service Corps (NYSC) since the scheme was established in 1973, introducing sweeping changes aimed at improving security, skills development, professionalism and youth empowerment.
Okay News reports that the reforms were approved by the Federal Executive Council (FEC) as part of a broader effort to reposition the NYSC for modern national development needs. The changes emerged from a review process that began in 2025 and involved the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.
1. Technology-driven call-up process
The government will introduce a fully technology-driven mobilisation and call-up system designed to improve efficiency, reduce administrative bottlenecks and strengthen transparency throughout the registration and deployment process.
2. Risk-sensitive deployment system
Corps members will now be deployed using a risk-sensitive framework that takes security realities into account, with the goal of providing safer postings and better protection for participants across the country.
3. New six-week orientation programme
The orientation camp programme will be redesigned into a six-week training model with stronger emphasis on leadership development, entrepreneurship, digital skills, financial literacy and specialised career-focused training streams.
4. Skills-based primary assignments
Under the new framework, corps members will receive primary assignments that better align with their academic qualifications, professional interests and long-term career pathways, helping them gain more relevant workplace experience.
5. Civilian-led operational management
The NYSC will transition to civilian operational leadership for the first time in its history. While military personnel will continue providing security support and assistance during orientation camps, day-to-day administration of the scheme will be handled by civilian leadership.
6. Improved camp standards nationwide
A national grading and certification system will be introduced to assess orientation camps and ensure consistent standards in accommodation, facilities, welfare services and overall camp conditions across the country.
7. New graduation ceremony and redesigned uniform
The traditional Passing Out Parade will be replaced with a new graduation ceremony, while corps members will also receive redesigned NYSC uniforms intended to reflect professionalism, modernity and national pride.
Government officials say the reforms are intended to transform the NYSC from a largely administrative national service programme into a skills-oriented institution capable of producing graduates better equipped for employment, entrepreneurship and national development.
