The Lagos State Government has commenced the €410 million Omi Eko Inland Waterway Project to expand public transportation and enhance mobility across the Lagos Lagoon.

Governor Babajide Sanwo-Olu officially flagged off the project on Friday at the Five Cowries Terminal, headquarters of the Lagos State Waterways Authority (LASWA) in Falomo, Ikoyi. The project, implemented by LASWA on behalf of the state government, will run from 2024 to 2030.

Funding for the initiative comes through the Global Gateway Initiative, backed by the French Development Agency (AFD), the European Union (EU), and the European Investment Bank (EIB). The financial structure includes a €60 million EU grant, a €130 million concessional loan from AFD, and a €170 million concessional loan from EIB, totalling €360 million in partner support.

The project is divided into two main components. The first involves the development of core waterway transport infrastructure. This includes the construction of 25 ferry terminals and jetties, the dredging and marking of 140 kilometres of ferry channels, the creation of 15 ferry routes, and the installation of electric charging stations for e-vessels. Supporting facilities such as maintenance depots, drainage systems, and road linkages will also be established.

In alignment with climate adaptation goals, the infrastructure will be built to withstand sea level rise scenarios projected for the Lagos coast by the year 2100. Floating pontoons will replace fixed concrete jetties to enhance durability and flexibility under changing water levels.

The second component focuses on sustainable operations through the acquisition of more than 75 electric-powered vessels, deployment of smart ticketing systems, and real-time passenger information and vessel tracking technologies. It also includes institutional strengthening of LASWA and the development of a vessel transition program to elevate operational standards.

According to project documents, the Omi Eko initiative is projected to transport over 25 million passengers annually once completed. Officials expect it to significantly ease pressure on Lagos roads, reduce carbon emissions, and create a modern, integrated transport network for the city.
