The Centre for Energy Market Stability and Reforms (CEMSR) has commended the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) for its leadership in implementing the NUPRC oil sector reforms, Okay News reports that this recognition was issued on Wednesday in a statement by Dr. Musa Garuba, executive director of the organisation.
Garuba said the commission, led by Engr. Gbenga Komolafe, has recorded some of the most notable gains seen in Nigeria’s upstream industry in recent years. He explained that improved regulatory clarity, transparency and field oversight have repositioned the country as a more attractive upstream destination through the ongoing NUPRC oil sector reforms.
According to him, the commission’s streamlined approval processes, strengthened compliance frameworks and elimination of operational bottlenecks have revived investor confidence. He noted that a rise in rig count, stronger field development activity and renewed interest from global operators reflect the tangible impact of the NUPRC oil sector reforms.
Garuba emphasised that stability has returned to a sector previously marked by unpredictability. He added that investors now see a regulator that is firm, knowledgeable and committed to long-term sector growth. CEMSR stated that quicker decision-making, improved monitoring of assets and more reliable production data have all emerged from the ongoing NUPRC oil sector reforms.
The Centre highlighted that these operational improvements have restored credibility to Nigeria’s upstream reporting system, attracting new capital into exploration and development efforts. Garuba also pointed to NUPRC’s licensing approach, which prioritises transparency and equal access, as another cornerstone of the NUPRC oil sector reforms.
He noted that the December 2025 licensing round is expected to draw strong global participation because of the confidence the commission has built.
