China Publishes New White Paper Outlining Its Modern Approach to Global Arms Control

China has released a new white paper detailing how it plans to engage with international arms control and security issues in the years ahead.

The document, issued on Thursday by the State Council Information Office, outlines Beijing’s positions on arms control, disarmament, and nonproliferation, while also highlighting its growing focus on newer security domains — including outer space, cyberspace, and artificial intelligence.

According to the paper, China sees itself as a steady force in global security debates, describing the country as a “builder of world peace,” a supporter of international development, and a defender of the global order. The publication argues that China has consistently put forward “constructive initiatives” in global arms control negotiations.

Officials say the white paper aims to give a full picture of China’s policies and its actions in preventing the spread of dangerous weapons. It also reiterates Beijing’s call for all countries to cooperate more closely in safeguarding global stability and preventing conflict.

The release comes as geopolitical tensions continue to rise across multiple regions, pushing major powers to clarify their positions on nuclear policy, emerging military technologies, and multilateral security agreements.
