Dangote Refinery will assume full responsibility for Nigeria’s petrol supply from December 2025, committing to deliver 1.5 billion litres of Premium Motor Spirit each month. The pledge was issued in a letter to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and signed by the refinery’s Chief Executive Officer, David Bird.

The refinery said it will supply 50 million litres daily in December and January before increasing output to 1.7 billion litres per month, or 57 million litres per day, from February 2026. It asked NMDPRA to deploy officials to the refinery from December 1 to verify and publish daily production and stock figures.

The refinery said the monitoring request is intended to guarantee transparency and strengthen public confidence in domestic fuel availability. It also urged regulators to clear crude, feedstocks, and blending components without delay, noting that slow vessel processing continues to disrupt operations and raise costs passed on to consumers.

Dangote Refinery said uninterrupted clearance and support for product lifting by vessels remain essential for sustaining continuous supply. It stressed that current bottlenecks in vessel handling are adding unnecessary inefficiencies, affecting both operations and customers across the downstream sector.

Bird said the refinery is ready to support the federal government’s “Nigeria First” policy by meeting all domestic PMS requirements through local production. He stated that the refinery’s capacity can eliminate reliance on imports if supported by regulatory efficiency.

The announcement comes during continued pressure on the downstream market, where demand has outpaced local output. NMDPRA reported average consumption of 56.74 million litres per day in October 2025, with 27.6 million litres imported and 17.08 million litres supplied by domestic refineries.

Regulators said the shift toward local supply reflects growing progress in Nigeria’s plan for fuel self-sufficiency. Dangote Refinery is expected to anchor that transition as it moves into full-scale petrol supply.
