Voter registration, transfers and PVC replacement: choose the right service

Understand which INEC service fits your situation, how to follow a registration or transfer request, and where to confirm current availability.

Okay News guideReviewed 20 September 2026

First-time registration, transferring an existing registration and replacing a Permanent Voter Card solve different problems. Start by identifying the service you need, then check INEC's current instructions. An old announcement or a working website does not establish that applications are open for your election.

Choose the service that matches your record

If you have registered before, check the existing record before starting anything new. Moving house or losing a card does not automatically mean you need a second registration.

Sections 13 and 18 of the Electoral Act 2026 distinguish transferring an existing voter record from replacing a lost or damaged card. Choose the service that addresses the problem with your record, then check INEC's current instructions and deadlines for that service.

  • Never registered: check the current first-time registration instructions.
  • Registered but moved: check transfer availability and the intended polling unit.
  • Lost or damaged PVC: use the replacement route and ask about collection.
  • Incorrect information: ask INEC which correction service applies.

Follow the current registration workflow

INEC's biometric application notice, effective 1 July 2026, describes a self-service route for first-time voters. It says the process begins on the official CVR portal; an applicant may then be directed to the biometric application before returning to complete the process. The application is not a standalone registration service.

This means older advice that every applicant must follow exactly the same online and in-person sequence may be incomplete. Follow the instructions presented for your application, including any required appointment, biometric step or follow-up. Use app links reached from INEC's official service.

Confirm availability before making a journey

For the 2027 cycle, check the latest dated INEC notice and your state-office information. Confirm separately whether the relevant service is accepting requests, where it is available, and what you must bring. This guide does not certify that registration, transfer or replacement is currently open.

A notice about one state or one election may not apply nationally. Likewise, a registration closing date and a PVC collection closing date answer different questions. Write down which service a deadline covers before relying on it.

Keep track until the request is resolved

Retain the application reference, submission date and instructions for your next step. A saved draft, appointment booking or submission acknowledgement is not the same as a confirmed change to your voter record.

After a transfer, verify the new assignment rather than assuming the preferred unit was approved. After registration or replacement, check the official collection instructions when available. If progress is unclear, take your reference to the appropriate INEC office and ask what remains outstanding. Do not post a full card photograph or biometric information in a public help request.

Frequently asked questions

Can I use an old registration deadline?

Only if INEC has explicitly confirmed that it applies to the current exercise. Check the announcement date, election, state and service covered.

Does submitting an application mean my PVC is ready?

No. Follow the application's status and INEC's collection instructions. Submission, processing and collection are separate stages.
