Explainer: National Security Adviser vs. Homeland Security Special Adviser

By Adamu Abubakar Isa

ABUJA, Nigeria – The recent appointment of retired Major General Adeyinka Fadewa (also cited as Famadewa) as the Special Adviser on Homeland Security has sparked widespread debate and confusion across Nigeria. With Mallam Nuhu Ribadu already serving as the National Security Adviser (NSA), many citizens have questioned whether the new role creates a duplication of duties or a shift in the nation’s security hierarchy.

Okay News reports that while both officials advise President Bola Ahmed Tinubu, their mandates differ significantly in scope, focus, and operational application. Understanding these distinctions is crucial to navigating the evolving “Renewed Hope” security architecture.

The Big Picture: National Security Adviser (NSA)

The National Security Adviser, currently Mallam Nuhu Ribadu, serves as the chief strategist for the federation. The NSA’s role is primarily outward-facing and high-level, focusing on the “big picture” of Nigeria’s survival as a sovereign entity. Key responsibilities include:

Strategic Intelligence: Coordinating the activities of all intelligence agencies, including the National Intelligence Agency (NIA) and the Defence Intelligence Agency (DIA).
External Threats & Diplomacy: Managing national defense strategy against foreign aggression and coordinating security cooperation with international partners.
Policy Formulation: Advising the President on broad foreign policy and cybersecurity, while sitting at the apex of the National Security Council.

The Internal Shield: Special Adviser on Homeland Security

In contrast, the Special Adviser on Homeland Security, Major General Adeyinka Fadewa (Rtd), is tasked with a more localized and domestic mission. This role is designed to be “hands-on” and focused on the safety of citizens within Nigeria’s borders. Key responsibilities include:

Internal Protection: Focusing on domestic stability, community policing, and the protection of critical national infrastructure.
Crisis & Disaster Response: Leading coordination for internal emergencies, border security, and local intelligence-to-action initiatives.
Closing Coordination Gaps: Addressing everyday security issues that affect the populace directly, often acting as a bridge between the presidency and internal agencies like the Ministry of Interior.

Why Two Advisers?

Analysts suggest that the distinction matters to prevent “intelligence hoarding” and to allow for specialization. While the NSA focuses on grand strategy and international defense, the Homeland Security Adviser provides a dedicated focus on the “internal threat management” that directly impacts the daily lives of Nigerians.

However, the appointment has not been without controversy. Some critics argue the move might “whittle down” the powers of Nuhu Ribadu, while supporters—including several retired military officers—argue that the complexity of Nigeria’s current security challenges requires more “specialized eyes” near the President. They point to the United States model, where the National Security Council and the Department of Homeland Security operate as separate but complementary pillars of safety.

As Nigeria faces rising internal threats, the success of this dual-advisory system will likely be measured by the “intelligence-to-action” time—how quickly strategic advice translates into a safer environment for the common man in the street.
