Rivers State Governor, Siminalayi Fubara, on Monday swore in Benibo Anabraba as the new Secretary to the State Government (SSG), charging him to serve with integrity and avoid the misuse of authority.

Anabraba’s appointment marks Fubara’s first major administrative action since his reinstatement on September 18, following the lifting of a six-month emergency rule declared by President Bola Tinubu.

Anabraba, a former Minority Leader in the Rivers State House of Assembly under the All Progressives Congress (APC), also served as Commissioner for Housing in the current administration. His screening was conducted by the faction of the Assembly loyal to the governor.

Speaking during the swearing-in at Government House, Port Harcourt, Fubara described the appointment as divinely ordained and urged the new SSG to uphold the values of honour and accountability.

“It’s a real opportunity. We can count the number of SSGs from the inception of Rivers State, but not commissioners — they are too many. Guard the office with honour and protect the interests of Rivers State,” Fubara said.

He praised Anabraba’s track record, recalling his dedication as a legislator and commissioner. “I have no doubt you will perform well. You have always been a disciplined and focused public officer,” he added.

The governor cautioned against arrogance in office, warning that the new role must not be used to exert personal power. “This opportunity is not to show power. It’s a call to duty. We must reassure the people that peace has returned and governance will continue responsibly,” he said.

Fubara’s reinstatement followed months of political and legal conflict that led to his suspension under emergency rule. During the period, Vice Admiral Ibok-Ete Ibas (rtd.) served as Sole Administrator, dissolving boards and suspending Fubara’s appointees.

With his return, the governor has begun rebuilding his administration, signaling a new phase of political stability in Rivers State.
