Abuja, Nigeria – The Federal Government has introduced new guidelines for the administration of criminal justice, approving the establishment of a Compensation Trust Fund to support victims of crime.

The new measures are designed to standardize justice delivery, ensure convicts fulfill their obligations, and modernize court procedures across the country. The guidelines were unveiled by the Office of the Attorney General of the Federation.

Under the new framework, if a convict is unable to pay court-ordered monetary compensation, the victim will receive payment from the government-managed trust fund. According to Okay News, this reform is part of the “National Minimum Standards on the Implementation of the Administration of Criminal Justice Act (ACJA) 2015,” which aims to create common benchmarks for the nation’s justice institutions.

The guidelines also introduce alternative measures for offenders who have served their prison term but cannot pay the required compensation. Such individuals will be required to perform community service, with their earnings used to repay the Government Victim Compensation Trust Fund. This restorative justice approach ensures that victims receive restitution while offenders contribute productively.

In addition to the compensation fund, the new standards mandate the modernization of the court system. All heads of courts are directed to prioritize the automation of judicial processes through the use of electronic tools, including e-filing systems, CCTV, and audio-visual links for virtual arraignments. The Attorney General, Lateef Fagbemi, stated that these reforms will enhance accountability and strengthen the rule of law by creating a more effective and uniform criminal justice system for all Nigerians.
