Kano Assembly Establishes Three New Emirates, Elevates Emir of Kano

The Kano State House of Assembly has passed a bill creating three new second-class emirates in the state. The Kano State Emirates Council Establishment Bill 2024, sponsored by Deputy Speaker Muhammad Bello Bututu, establishes Rano, Gaya, and Karaye as second-class emirates, with the Emir of Kano as the first-class emirate.

The new emirates will comprise several local government areas, with the Emir of Kano serving as the head of all emirates. The second-class emirs will be responsible for advising the Emir of Kano on matters related to public order, boundary disputes, community conflicts, and religious affairs within their jurisdictions.

The bill, which was passed on Tuesday, excludes the Bichi emirate, which was previously created by former Governor Abdullahi Umar Ganduje but dissolved by the new Kano Emirates Council (Repeal) Law 2024. The bill will become law once Governor Abba Kabir gives his assent.

The establishment of the new emirates has been welcomed by some lawmakers, including Ibrahim Muhammadu, who represents Rano in the Kano State House of Assembly. Muhammadu praised the deputy speaker and other party leaders for their support, noting that the Rano emirate is one of the ancient emirates that predates Kano state.
