NCC Emerges Among Top Three Federal Agencies for Website Performance in 2025

The Nigerian Communications Commission (NCC) has been ranked among the top three federal government institutions with the best-performing websites in Nigeria for 2025, according to a new assessment released by the Bureau of Public Service Reforms (BPSR).

Okay News reports that the ranking places the telecom regulator second out of 235 Ministries, Departments and Agencies (MDAs) evaluated nationwide under the Federal Government’s 2024/2025 Website Performance Scorecard. Galaxy Backbone Limited topped the ranking, while the Nigeria Export Promotion Council (NEPC) placed third.

The recognition comes barely three weeks after the NCC was also named among the top five best-performing federal agencies in 2025 by the Presidential Enabling Business Environment Council (PEBEC), reinforcing the Commission’s growing reputation for technology-driven public service delivery.

BPSR disclosed that the assessment was based on 14 evaluation criteria, including compliance with the official .gov.ng domain, website appearance and aesthetics, content relevance to agency mandate, structure, responsiveness across devices, security, load time, usability, availability, functionality, interactivity, accessibility, and capacity-building features.

The ranking was announced on December 22, 2025, during the official presentation of the Federal Government’s Website Scorecard at the Federal Ministry of Finance Auditorium in Abuja, while the award itself was formally presented to the NCC on December 23, 2025, at the BPSR headquarters.

Okay News reports that the award was received on behalf of the NCC’s Executive Vice Chairman, Dr. Aminu Maida, by the Commission’s Executive Commissioner for Technical Services, Abraham Oshadami.

Speaking at the presentation, Oshadami expressed appreciation to the BPSR, describing the recognition as motivation for improved service delivery.

“This is another encouragement for the Commission to be a better public service institution leveraging digital platforms such as our web presence to enhance public service delivery to our various stakeholders, thereby implementing the Federal Government’s Ease of Doing Business policy direction,” he said.

While presenting the awards to the top three agencies, Mr. Dasuki Arabi, Director-General of the BPSR, commended their proactive approach to digital governance.

According to Arabi, the ranking reflects Nigeria’s collective effort to improve transparency and accountability in public administration.

“The 2024/2025 MDA’s websites’ ranking represents a collective effort of federal public institutions in Nigeria to be transparent, accountable and open in governance, as well as a confirmation to align with global best practices in service delivery to the citizens,” he said.

He added that the ranking exercise, which was developed about six years ago, has encouraged more public institutions to embrace reforms in line with the administration’s governance priorities.

“As engine room of governance, it behoves on us in the public service to perform our statutory duties and we must put in place technological innovations and standardized websites to operate services as well as deliver service needs to citizens,” Arabi stated.

Highlighting the evolving role of technology in governance, the BPSR director-general said digital platforms had become essential following global disruptions such as the COVID-19 pandemic.

“The ideals of harnessing and deploying technological tools for service delivery has become imperative following the COVID pandemic, and distortions of socio-economic system of nations, culminating in the evolution of competitiveness, cost effectiveness, and agile governance,” he said.

Arabi also explained that the scorecard exercise forms part of BPSR’s broader reform mandate.

“The Scorecard exercise is part of the BPSR reform broader function of conducting research on reform implementation efforts and presenting best practice models to the entire Public Service,” he said, noting that it aims to improve access to government information, facilitate seamless financial transactions, eliminate corruption and cyber theft, and enhance access to public services.

Speaking on the credibility of the ranking, Arabi revealed that the assessment process involved multiple layers of scrutiny.

“In the past few weeks members of the Scorecard Jury drawn from inter-Ministerial Agencies, had worked tirelessly to mill websites of selected MDAs through a rigorous process of enduring criteria for the ranking and the outcome had also passed through a quality assurance mechanism to validate the outcome,” he said.
