NNPC Begins Comprehensive Review of Warri, Port Harcourt, and Kaduna Refineries

The Nigerian National Petroleum Company (NNPC) Limited has commenced a sweeping review of operations across its three major refineries in Warri, Port Harcourt, and Kaduna, signalling a renewed drive to reposition the facilities for long-term efficiency and sustainability.

In a statement posted on its official X handle on Wednesday, the company said the review is both technical and commercial, focusing on evaluating each refinery’s performance and determining whether to upgrade or repurpose them for improved output.

“Ongoing technical and commercial review for comprehensive assessment of all three refineries,” NNPC announced. “To high-grade or repurpose as may be required to ensure optimal performance and sustainability.”

The company added that the next step will involve partnering with advanced technical equity firms that have a proven record of managing refineries to global standards. Agreements are also being finalised to enable the start of high-grade implementation or targeted repairs.

NNPC explained that the move forms part of its broader strategy to strengthen energy security and ensure compliance with the Petroleum Industry Act (PIA), particularly its role as Nigeria’s supplier of last resort for petroleum products.

“To assure NNPC’s capacity to meet PIA requirements as the supplier of last resort for petroleum products,” the statement continued. “To ensure efficient and profitable operation of the refineries.”

Commenting on the update, Group Chief Executive Officer, Bayo Ojulari, said the review reflects NNPC’s commitment to building a more commercially viable and transparent energy organisation that serves the interest of Nigerians.

“We are looking ahead with optimism to ensure our refineries operate effectively. We are dedicating significant time to a detailed review and are eager to implement our insights,” Ojulari stated.

He added that the company’s determination is driven by a collective focus on national progress.

“This very commitment inspires us as we anticipate creating sustainable solutions for our refineries in the near future,” Ojulari said.
